Joint order of the Acting Minister of Foreign Affairs of the Republic of Kazakhstan No. 11-1-2/555 dated November 24, 2016 and the Minister of Internal Affairs of the Republic of Kazakhstan No. 1100 dated November 28, 2016.       According to subparagraph 1-1) of article 10 of the Law of the Republic of Kazakhstan On Population Migration dated July 22, 2011 we hereby ORDER that:

1. The attached Rules for execution of invitations, coordination of invitations to entrance of the noncitizens to the Republic of Kazakhstan, issue, cancellation, recovery of the Republic of Kazakhstan visas, as well as extension and reduction of their validity term shall be approved.
2. Joint Order No. 08-1-1-1/71 of the Acting Minister of Foreign Affairs of the Republic of Kazakhstan dated March 5, 2013 and Order No. 175 of the Minister of Internal Affairs of the Republic of Kazakhstan On approval of Rules for issue of the Republic of Kazakhstan visas, as well as extension and reduction of their validity term, dated March 7, 2013 (Entered into the Register of the state registration of regulations under No. 8407, and published in Kazakhstanskaya Pravda newspaper No. 170-171 (27444-27445) on May 18,2013 shall be declared to be no longer in force.
3. Department of consular service of the Ministry of Foreign Affairs of the Republic of Kazakhstan shall ensure:

      1) the state registration of this joint order in the Ministry of Justice of the Republic of Kazakhstan;

      2) submission of this joint order, copies in the printed and electronic format for official publication in the printed periodicals, in Adilet legal information system and also in the Republican state enterprise on the right of economic use Republican Center for Legal Information of the Ministry of Justice of the Republic of Kazakhstan to be placed in the Reference control bank of regulations of the Republic of Kazakhstan within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan;

      3) this joint order posting on the Internet resource of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

4. Supervision over this joint order fulfillment shall be entrusted to M.B. Tleuberdi, the First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan – and E.Z Turgumbayev, the Deputy Minister of Internal Affairs of the Republic of Kazakhstan.
5. This joint order shall be enforced since January 1, 2017 and be subject to official publication.

Rules for execution of invitations, coordination of invitations to entrance of the noncitizens to the Republic of Kazakhstan, issue, cancellation, recovery of the Republic of Kazakhstan visas, as well as extension and reduction of their validity term.  Chapter 1. General provisions

1. These rules for execution of invitations, coordination of invitations to entrance of the noncitizens to, issue, cancellation, recovery of the Republic of Kazakhstan visas , as well as extension and reduction of their validity term(hereinafter – Rules) are developed according to the Law of the Republic of Kazakhstan On Population Migration dated July 22, 2011 (hereinafter – Law On Migration) and define the procedure for execution of invitations, coordination of invitations to entrance of non-citizens (hereinafter – visa recipients) to the Republic of Kazakhstan, issue, cancellation, recovery of the Republic of Kazakhstan visas and also extension and reduction of their validity term.
2. If the international treaty in which the Republic of Kazakhstan is a party has established the rules different from those provided for in these rules then the international treaty standards shall be applied.
3. The notions used for the purposes of these rules are as follows:

      1) non-citizens are the persons who are not the citizens of the Republic of Kazakhstan and have not any evidence of their citizenship in other state;

      1-1) The Astana International Financial Center (hereinafter – AIFCAIFC) is a financial hub within Astana city having precisely marked out borders determined by the President of the Republic of Kazakhstan where special legal regime exists in the financial sphere;

      2) business immigrant is the immigrant who has arrived with the purpose to carry out the business activities according to the Law on migration;

      3) former compatriot is the person born or earlier holding citizenship the Kazakh Soviet Socialist Republic or the Republic of Kazakhstan and is permanently resident abroad; 

      4) unified information system Berkut (hereinafter – Berkut UIS) is a unified information system developed to control over visa recipients’ entrance to, departure from, and stay in the Republic of Kazakhstan;

      5) note verbale is a piece of correspondence prepared by the foreign departments, diplomatic missions and equated with them, consular institutions of the foreign states, international organizations and their representatives, for the purposes including invitation and visa issue to recipients of visas;

      6) visa and migration portal (hereinafter – VMP) are the portal intended to automate the processing of documents related to migration processes (www.vmp.gov.kz);

      6-1) autonomous cluster fund is the non-commercial organization governed by the managingин body of the Park of Innovative Technologies special economic zone which also performs other functions provided for by the legislation of the Republic of Kazakhstan;

      7) religious activities refer to activities aimed at meeting the needs of religious devotees;

      8) entry and departure permit (hereinafter – visa) is a mark of the relevant authorized bodies of the Republic of Kazakhstan made in the migrant passport or equivalent identity document which grants the right for entrance to the territory of the Republic of Kazakhstan, travel through oг its’ territory, stay in, and departure from the territory of the Republic of Kazakhstan for a period, for the purposes and on the conditions established in the visa;

      9) instruction of the Ministry of Foreign Affairs of the Republic of Kazakhstan (hereinafter – instruction of the MFA of the RK) refers to immediate decision of specific objectives issued in the form of a written assignment, accepted by heads of foreign institutions of the Republic of Kazakhstan, the director, deputy directors and the head of passport and visa management of Department of consular service of the Ministry of Foreign Affairs of Republic of Kazakhstan, and also the decision based on an order of Presidential Administration and/or Government of the Republic of Kazakhstan, written appeals of public authorities, organizations and foreign institutions of the Republic of Kazakhstan, the foreign departments, diplomatic missions and equated with them, consular institutions of the foreign states, international organizations and their representatives on the basis of which the Ministry of Foreign Affairs of the Republic of Kazakhstan (hereinafter – the MFA of the RK) and its foreign institutions carry out admission and coordination of the invitation to the RK, issue, cancellation recovery, extension or reduction of visa validity period;

      10) foreign institutions of the Republic of Kazakhstan (hereinafter – foreign institutions of the RK) are the diplomatic missions and equated with them representative offices located abroad, as well as consular institutions of the Republic of Kazakhstan;

      11) structural subdivisions of the Ministry of Internal Affairs of the Republic of Kazakhstan (hereinafter – the Ministry of Internal Affairs of the RK) refer to subdivisions of migration service of the Ministry of Internal Affairs of the Republic of the Republic of Kazakhstan, of oblast and municipal departments of internal affairs of Astana, Almaty and managing authorities on transport;

      12) instruction of the Ministry of Internal Affairs of the RK means immediate decision of specific objectives of specific objectives issued in the form of a written assignment, accepted by the Chairman (vice chairmen) of the Migration Service Committee of the Ministry of Internal Affairs of the RK, as well as decision based on order of Presidential Administration, and/or Government of the Republic of Kazakhstan, written appeals of foreign institutions of the Republic of Kazakhstan, public authorities and organizations of the Republic of Kazakhstan on the basis of which the Ministry of Internal Affairs of the RK carries out execution of the invitation, issue, cancellation, recovery, extension or reduction of the visa validity period;

      13) petition is the written appeal of inviting party concerning issue, cancellation, recovery of the Republic of Kazakhstan visas, extension and reduction of their validity term and also the visa recipient who intends to visit the Republic of Kazakhstan;

      14) seasonal foreign workers are the immigrants engaged by employers for seasonal works which are performed during the certain period (season), but no longer than one year, due to climatic or other environmental conditions;

      15) missionary activities are the activities carried out by citizens of the Republic of Kazakhstan, foreigners and noncitizens on behalf of the religious associations registered in the Republic of Kazakhstan and aimed at dissemination of religious doctrines in the territory of the Republic of Kazakhstan;

      16) certificate of qualification conformity to independent employment (hereinafter – certificate of qualification conformity) is a document determined by the Law of the Republic of Kazakhstan On population employment issued to foreigners and noncitizens who meet the requirements to qualification and education level for independent employment in the Republic of Kazakhstan in the professions wanted in priority branches of economy (kinds of economic activities);

      17) permanent residence permit is a document established by the Law on migration issued by the Ministry of Internal Affairs of the RK to immigrants subject to compliance with the qualification requirements education level and granting them the right for permanent residence in the territory of the Republic of Kazakhstan;

      18) authorized employee is an employee of foreign institution of the RK, the MFA of the RK and the Ministry of Internal Affairs of the RK entitled for coordination of petition and signature on visas; 

      19) force majeure circumstances are the events of insuperable force which occur as a result of extraordinary and unpreventable circumstances (Acts of God, military operations and other similar events);

      20) international principle of mutuality means mutual granting of equal conditions in visa processing for the citizens of two states;

      21) international organization is an interstate or intergovernmental organization;

      22) inviting party denotes the central public authorities of the Republic of Kazakhstan, offices of akims of oblasts, cities of republican value, the capital, foreign departments, diplomatic missions and equated with them, consular institutions of the foreign states, international organizations and their representatives, as well as natural and legal entities registered in the Republic of Kazakhstan, which promote entrance/departure of the visa recipient to /from the Republic of Kazakhstan;

      23) documents on the invitation from abroad (hereinafter – the invitation) refer to the invitation for entry into the Republic of Kazakhstan on private affairs issued by the Ministry of Internal Affairs of the RK, or the petition of inviting party agreed with the Ministry of Internal Affairs of the RK or note verbal for issue of the Republic of Kazakhstan visas to the visa recipients;

      24) foreigners are the persons who are not the citizens of the Republic of Kazakhstan and have not any evidence of their citizenship in other state;

      25) the ethnic Kazakhs are foreigners or Kazakhs by nationality having no citizenship in the Republic of Kazakhstan (if there are documents confirming their national identity) and permanently residents abroad.

4. Category, recipient, multiplicity, visa validity period, period of stay in the territory of the Republic of Kazakhstan and the ground for visa issues are determined according to appendix 1 to these rules (hereinafter – form 1).
5. Visa may be single entry and multi-entry. 

      Single entry visas grant to the visa recipient the right for single entry into the Republic of Kazakhstan, travel throughout its territory, stay in, departure from, the Republic of Kazakhstan for the period, and on the conditions established in the visa. 

      Multi-entry visas grant to the visa recipient the right for multiple entries into the Republic of Kazakhstan, travel throughout its territory, stay in, and departure from, the Republic of Kazakhstan for the period, and on the conditions established in the visa.

      Visas for departure from the territory of the Republic of Kazakhstan grant visa recipient the right for stay in the territory of the Republic of Kazakhstan and departure from the Republic of Kazakhstan for the period and on the conditions established in the visa.

6. Visa sticker of the Republic of Kazakhstan shall be filled in according to appendix 2 to these Rules.

      No corrections must be made in the visa. Visas with corrections are deemed to be invalid.

7. The documents which substitute visas are:

      1) accreditation certificate issued by the MFA of the RK to heads, members of the diplomatic mission staff and representations equated with them, consular institutions of the foreign states, the international organizations and their representations accredited in the Republic of Kazakhstan and to members of their families as well;

      2) residence permit of the foreigners or noncitizens in the Republic of Kazakhstan executed in the form according to the Law of the Republic of Kazakhstan On identity documents;

      3) certificate of the noncitizen executed in the form according to the Law of the Republic of Kazakhstan On identity documents;

      4) court resolution on the foreigner deportation from the Republic of Kazakhstan executed in the form according to the Code of the Republic of Kazakhstan On administrative offenses;

      5) travel document of the refugee executed in the form according to the Law of the Republic of Kazakhstan “On refugees”.

8. Visas may be issued for longer terms, with due regard to international principle of mutuality with the period of stay in the territory of the Republic of Kazakhstan not exceeding duration of the Republic of Kazakhstan citizens’ stay of in the territory of the relevant state and terms of visa execution may take longer period of time, than it is provided for in these rules.

 Chapter 2. Procedure for execution of invitations, coordination of invitations issued to visa recipients for entry into the Republic of Kazakhstan

9. Invitation to entry into the Republic of Kazakhstan on private affairs shall be filed not earlier than 1 year before and not later than 5 working days before estimated date of the visa recipient entry into the Republic of Kazakhstan.

      The petition or note verbale shall be filed not earlier than 90 calendar days before and not later than 5 working days before estimated date of the visa recipient entry into the Republic of Kazakhstan.

       Time limit for invitation considering shall not exceed 3 working days when service rendering in electronic format and 5 working days in paper format after submission of the claim, except for the cases specified in paragraph 16 of these Rules.

      Based on instruction of the Ministry of Internal Affairs of the RK and MFA of the RK, the documents for invitation are accepted and processed in shorter terms.

10. To execute the invitation the inviting party shall submit to the MFA of the RK the note verbale with the table attached in the form according to Appendix 3 to these rules (hereinafter – form 2).
11. To execute the invitation the inviting party shall submit to the Ministry of Internal Affairs of the RK or to The Government for Citizens State corporation, non-commercial joint-stock company, in the place of its registration:

      1) for execution of the invitation to entry into the Republic of Kazakhstan on private affairs:

      identity document;

      application questionnaire concerning the invitation of the foreigner or noncitizen to the Republic of Kazakhstan according to appendix 3-1 to these Rules;

      copy of the document confirming the state duty payment.

      2) for execution of the invitation of the legal entity or the individual entrepreneur:

      the table completed in duplicate in the form according to appendix 3 to these Rules;

      copy of the document confirming the state duty payment.

      3) the legal entities and individual entrepreneurs applying for execution of the invitation for the first time in the current year shall submit:

      copy of the statement (certificate) on the state registration of legal entity or notification of the individual entrepreneur;

      copy of the certificate confirming registration/accreditation of the legal entity according to the applicable law of AIFC; 

      document confirming powers of the representative;

      the inviting party requesting for invitation of foreign tourists shall submit the copy of the license for the tourist operational activities issued by the local executive bodies of oblasts, cities of republican status and the capital, or an extract from the State register of tourist agents according to the Law of the Republic of Kazakhstan On tourist activities in the Republic of Kazakhstan dated June 13, 2001;

      the inviting party requesting for invitation of the visa recipient for the purpose of education shall submit the copy of the license and (or) the annex to the license for engagement in educational activities issued by authorized body of the Republic of Kazakhstan in education according to the Law of the Republic of Kazakhstan On education dated July 27, 2007;

      the inviting party requesting for invitation of the visa recipient for medical treatment, medical examination or consultations shall submit the copy of the license for the medical activities issued by the authorized body of the Republic of Kazakhstan in health sector according to the Code of the Republic of Kazakhstan On health of the people and a health care system. dated September 18, 2009.

12. Depending on category of the required visa the following below shall be additionally submitted:

      1) for investors – the petition of authorized body of the Republic of Kazakhstan on investments;

      2) for execution of the multi-visa for a business trip –copy of the contract (except for ethnic Kazakhs, the former compatriots and citizens from the list of economically developed states with sustainable policy and migration conditions dispensed with the necessity of submitting the invitation at execution of visas (hereinafter – the list of the states), according to appendix 4 to these Rules); 

      3) for participation in religious actions or implementation of missionary activities – the written consent of the authorized body department dealt with regulation in the sphere of religious activities; 

      4) for visiting the persons serving a sentence in the correctional facilities in the territory of the Republic of Kazakhstan – the written consent of the Committee on the penal correction system of the Ministry of Internal Affairs of the RK;

      5) for adoption of the Republic of Kazakhstan citizens– the written consent of authorized body of the Republic of Kazakhstan in protection of the children’s rights;

      6) for carrying out the labor activities, including for seasonal foreign workers – permit issued to the employer for foreign labor engagement, or the certificate of qualification conformity issued for independent employment, or the documents confirming that, according to the legislation of the Republic of Kazakhstan or international treaties such permit is not required from the visa recipient;

      7) for business immigrants –petition of the local executive bodies of the capital, the cities of republican status and oblasts of the Republic of Kazakhstan; 

      8) for academic traineeship or internship – petition of the central executive bodies of the Republic of Kazakhstan or autonomous cluster fund;

      9) from the humanitarian view paragraph – the document confirming accreditation of the requesting international organization or its representatives in the Republic of Kazakhstan or official registration of foreign non-governmental organization (fund) in the country of its stay according to the legislation of this country, if there is the international treaty on humanitarian assistance ratified by the Republic of Kazakhstan;

      10) for education – the petition of educational institution of the Republic of Kazakhstan or authorized body of the Republic of Kazakhstan dealt with education;

      11) for care of close relatives – the citizens of the Republic of Kazakhstan, or the visa recipients who are permanently residents in the territory of the Republic of Kazakhstan and are on treatment in medical institutions – the documents issued by the medical organization located in the Republic of Kazakhstan and confirming the need in permanent care, as well as the documents confirming relationship degree.

13. In the petition consideration in the Ministry of Internal Affairs of the RK the below following shall be subject to check:

      1) compliance of the submitted documents with the requested purpose of visit, multiplicity, validity period and the place of visa issue. The place of visa issue, except for participants and bodies of AIFC, AIFC is defined according to the consular district of the visa recipient to which the country of nationality belongs, or if there exists one of the following conditions:

      permit for permanent residence in the country of residence;

      permits for long stay on the business or investor purposes, labor activities, education and medical treatment.

      The MFA of the RK shall submit to the Ministry of Internal Affairs of the RK the list of foreign institutions of the Republic of Kazakhstan with indication of the consular districts served by them.

      Activities of participants and bodies of AIFCAIFC are regulated by the Constitutional law of the Republic of Kazakhstan On Astana International Financial Center dated December 7, 2015.

      2) existence of the grounds for refusal in the foreigner’s entry into the Republic of Kazakhstan according to subparagraphs 7) and 10) of article 22 of the Law of the Republic of Kazakhstan On legal status of foreigners”;

      3) existence of the grounds to refuse the inviting party in execution of the invitation provided for by paragraph 15 of these Rules.

      If the requested purpose of visit, multiplicity, period of the visa validity or the place of visa issue are not confirmed by the enclosed documents, or there are grounds for refusal, the petition shall be returned to inviting party with the written indication of refusal grounds.

14. Documents on the invitation shall be processed:

      1) by issue of the invitation to entry into the Republic of Kazakhstan on private affairs certified by the signature of the authorized employee and affixed by the seal of the Ministry of Internal Affairs of the RK;

      2) by placing of approval record number on the first counterpart of the legal entity petition certified by the signature of the authorized employee and affixed by the seal of the Ministry of Internal Affairs of the RK. The second copy of the petition and the attached documents shall be filed in the indexed registered record of the Ministry of Internal Affairs of the RK. 

      Information on the registration number of the invitation and date of the invitation issue shall be entered into Berkut UIS.

15. Petitions of inviting party for the invitation of the immigrants to the Republic of Kazakhstan who earlier did not provide compliance with the legislation on a legal status of foreigners and the migration legislation of the Republic of Kazakhstan are not considered. 
16. Decision on execution of the documents concerning invitation or refusal in their registration shall be made by the authorized police officer of the RK or MFA of the RK (except for refusal) after coordination with the National Security Committee of the Republic of Kazakhstan (hereinafter – NSC of the RK).

      Coordination with NSC of THE NSC OF THE RK shall be ensured with use of Berkut UIS.

      NSC of the RK THE NSC OF THE RK provides approval within 3 working days. In case of the need in in-depth study of the grounds for execution of invitations, the specified term may be extended up to 30 calendar days by the written request of NSC (natural security committee) bodies. 

 Chapter 3. Issue of the Republic of Kazakhstan visas 

• Paragraph 1. The documents submitted by visa recipients for visa receipt 

17. For visa issue in foreign institutions of RK, the MFA of the RK or the Ministry of Internal Affairs of the RK in a place of registration of the visa recipient or inviting party the below following documents and data are submitted:

      1) visa application form for visa receipt with colored, or black-and-white photo of 3,5 x 4,5 centimeters in size;

      2) at visa processing in foreign institution of the RK, number and date of the invitation registered in the Ministry of Internal Affairs of the RK or MFA of the RK (inviting party shall inform the visa recipient about number and date of the invitation) issue, or the petition of the recipient of the visa categories provided for in paragraph 25 of these Rules;

      3) the valid diplomatic, official, international passport of the foreign state, or other identity document recognized in this quality by the Republic of Kazakhstan and granting the right for crossing of Frontier of the Republic of Kazakhstan (hereinafter– the passport);

      4) the original of the payment documents confirming payment of consular fee or state tax;

      5) additional documents required for visa receipt according to appendix 1 to these Rules.

      The documents issued by authorized bodies of the foreign state (certificate of no criminal record, document confirming national identity, diploma) are subject to legalization unless otherwise provided by international treaties in which the Republic of Kazakhstan is a party.

18. Visa application form shall be filled in legible manner by hand or using machine script in the state language, Russian or English in the form according to appendix 5 to these Rules. 

      Answers to questions of Visa application form shall be exhaustive. 

      Visa application form is signed by the visa recipient personally.

      Visa documents for visa issue to minor children on their behalf are filed by their lawful representatives.

      Photo, pasted in visa application form shall correspond to age of the citizen at the time of the document execution with the clear full-face image of the person, no darkened-lens goggles and headdress, except for persons for whom constant carrying a headdress is obligatory attribute of their national or religious affiliation provided that this person is represented in such headdress in the passport photo.

19. The passport presented by the visa recipient shall meet the following criteria:

      1) its authenticity and belonging to the holder shall not raise any doubts it shall not contain any marks, remarks, records, erasures and corrections, teared out or unbound pages;

      2) shall have at least 2 blank pages intended for visas, except for recipients of visas for departure from the territory of the Republic of Kazakhstan;

      3) its validity period shall expire not earlier than 3 months after expiry date of the requested visa, except for recipients of visas for departure from the territory of the Republic of Kazakhstan.

20. For execution of the documents associated with invitation and visa issue, including restoration and extension of its validity period, the consular fee or the state duty shall be charged according to the Code of the Republic of Kazakhstan On taxes and other obligatory payments to the budget dated December 25, 2017″ (hereinafter – the Tax Code) unless otherwise established by international treaties in which the Republic of Kazakhstan is a party.

      The consular fee or the state duty execution of the documents associated with invitation and visa issue shall not be charged in the cases provided for by the Tax Code.

      Visa processing shall be effected after payment of consular fees or the state duty according to the legislation of the Republic of Kazakhstan.

      The paid amounts of consular fees are non-refundable.

21. Should any mistakes be detected in the visa committed by the staff of foreign institutions of the RK, the MFA of the RK or the Ministry of Internal Affairs of the RK, the repeated visa shall be issued without collection of a consular fee or the state tax.

• Paragraph 2. Procedure for visa issue

22. If visas are issued:

      1) abroad:

      foreign institutions of the RK issue the visas of following categories: “A1”, “A2”, “A3”, “A4”, “A5”, “B1”, “B2”, “B3”, “B4”, “B5”, “B6”, “B7”, “B8”, “B10”, “B11”, “B12”, “B13”, “C1”, “C2”, “C3”, “C4”, “C5”, “C6”, “C7”, “C8”, “C9”, “C10”, “C12”;

      2) in the territory of the Republic of Kazakhstan:

      The MFA of the RK issues the visas of following categories: “A1”, “A2”, “A3”, “A4”, “A5”, “B1”, “B2”, “B3”, “B5”, “B7”, “B8”, “B10”, “B11”, “B12”, “B13”, “C3”, “C8”, “C9” and “C12”;

      The Ministry of Internal Affairs of the RK issues the visas of following categories: “A5”, “B2” (for participants and bodies of AIFC), “B3”, “B7”, “B8”, “B14”, “B15”, “B16”, “B17”, “B18”, “B19”, “B20”, “B21”, “B22”, “C1”, “C3”, “C4”, “C9” (ethnic Kazakhs), “C11” and “C12”.

23. The Ministry of Internal Affairs of the RK carries out the issue, cancellation, restoration of visas, extension or reduction of their validity period in the place of temporary registration of the foreigner or registration of inviting party (for the recipient of the category “A5” visa based on the actual stay), or according to instruction of the Ministry of Internal Affairs of the RK.

      The “B8″category visa is issued to the persons arrived to the Republic of Kazakhstan from the countries with which there are international treaties on a visa-free order of entry ratified by the Republic of Kazakhstan, and addressed to law-enforcement bodies for obtaining permit for permanent residence in the Republic of Kazakhstan for the period required for consideration of the petition, but no longer than for 90 calendar days.

      The Ministry of Internal Affairs of the RK shall issue, cancel, restore the visas, extend or reduce the validity period of “C3″category visas of AIFC participants and bodies, and also exchange of the “C3” visa issued to family members for the “C3″visa intended for labor activities, without regard to primary visas earlier issued.

      Visas for departure from the territory of the Republic of Kazakhstan are issued in the place of actual stay of the visa recipients, except for the “B14” category visas.

      Visas for education purposes are issued in the location of educational institution in which the visa recipient is enrolled.

      Visas of C3 and C4 categories are issued in the place of labor activities and registration of legal entity (place of the employer’s location).

24. Instructions of the MFA of the RK and the Ministry of Internal Affairs of the RK accepted outside working hours, on weekends and public holidays are processed on the next working day of the MFA of the RK and Ministry of Internal Affairs of the RK.
25. Foreign institutions of the RK issue the following categories of visas without invitation on the basis of:

      1) instructions of the MFA of the RK – “A1”, “A3”, “B1” and “B3” (according to written instructions of heads of foreign institutions of the RK, single-entry visas of category “B3” are issued and at the same time foreign institutions of the RK issue the application for registration in the territory of the Republic of Kazakhstan (except for citizens of the countries specified in the list of the states) which constitutes the basis for temporary registration in the Ministry of Internal Affairs of the RK in the place of temporary stay of the visa recipient);

      2) note verbale – “A1”, “A2”, “A3”, “A4”, “B1”, “B3” and “B10”; 

      3) petitions (depending on category of visas if the documents provided for in form 1 are available):

      to citizens of the countries specified in the list of the states (the single-entry visa for up to 30 days) – “A3”, “B1”, “B3”, “B10 and “B12”;

      to the former compatriots (having the documents confirming the link with the Republic of Kazakhstan, including the corresponding mark in the national passport column of the birthplace in the Kazakh Soviet Socialist Republic or in the Republic of Kazakhstan, the birth or marriage certificates of the Kazakh Soviet Socialist Republic or the Republic of Kazakhstan, and also the certificate on withdrawal from citizenship of the Republic of Kazakhstan or loss of nationality of the Republic of Kazakhstan) – “B10” (the single-entry visa);

      to the foreigners or noncitizens – “B4”, “B5”, “B8”, “B9”, “B10” ( for funeral or in cases of a disease of the family member/relatives – the single-entry visa, to family members or parents of citizens of the RK and also their lawful representatives – the single-entry visa for up to 30 days, to family members of the ethnic Kazakhs – the single-entry visa for up to 30 days), “B13”, “C1”, “C2”, “C4” (the single-entry visa for up to 90 days) and “C10”.

26. In the cases established by article 23 of the Law of the Republic of Kazakhstan On legal status of foreigners it is refused to issue visa permission for departure from the Republic of Kazakhstan to the visa recipient.
27. In occurrence of grounds preventing the entry into the territory of the Republic of Kazakhstan or to departure from the territory of the Republic of Kazakhstan including the cases when invitation is available, visas are not issued, and the issued visa does not constitute the basis for entry into the Republic of Kazakhstan or departure from the territory of the Republic of Kazakhstan.
28. To official delegation members, citizens of the countries, where there are no consular establishments of the Republic of Kazakhstan and also recipients of visas issued due to invitation or according to instruction of the MFA of the RK, the visa is executed by the MFA of the RK at the international airports of the Republic of Kazakhstan.
29. Excluded by joint order No. 231 of the Minister of Internal Affairs of the RK dated 3/30/2018 and order No. 11-1-4/128 of the Minister of Foreign Affairs of the RK dated 4/12/2018 (shall be enforced upon expiry often calendar days after its first official publication).
    
    
30. Group visas are issued to groups of visa recipients at organized entry into the Republic of Kazakhstan and departure from the Republic of Kazakhstan or transit through the territory of the Republic of Kazakhstan.

      Condition for group visa issue consists in simultaneous arrival and passing by all members of the group of the check point through Frontier (hereinafter – the check point) at entry into, and departure from, the Republic of Kazakhstan, stay in any point and travel across the territory of the Republic of Kazakhstan as a part of group.

      Group visas are executed in the form of personalized lists for execution of the group visas made in alphabetical order and in the form according to appendix 6 to these Rules. 

      The visa shall be sticked on a reverse side of paper or on a separate sheet of paper and bound together with the list by bending of the top left corner affixed with the seal of foreign institutions of the RK, the MFA of the RK or the Ministry of Internal Affairs of the RK which has issued the visa.

      The authorized officer undersigns for the lower part of the list (with the indication of position and surname), the signature is certified by the seal of foreign institution of the RK, the MFA of the RK or the Ministry of Internal Affairs of the RK.

      The list and the sheet with the visa are formed in one counterpart, the original is issued to the head of group, one copy is presented to the check point at entry into (departure from) the Republic of Kazakhstan, another copy remains in the MFA of the RK, the foreign institution of the RK or the Ministry of Internal Affairs the RK which has issued the visa. Corrections and additions in lists are not allowed.

31. In case of visa issue to the person who presents the passport of the country not recognized by the Republic of Kazakhstan the single-entry visa issued on the basis of the invitation is sticked on a separate sheet of paper which is subject to withdrawal at the visa recipient departure from the Republic of Kazakhstan by representatives of the Border guard service of the NSC of the RK, or upon expiry of the visa validity period of by representatives of the Ministry of Internal Affairs of the RK with the subsequent transfer to the bodies which have issued the visa.
32. To family members and also persons who are in dependence (if supporting documents are available) of the principal visa recipient of “A1”, “A2”, “A3”, “A4”, “A5”, “B7”, “B10”, “C3”, “C7” and “C9” categories the visa is issued or extended for validity period of the principal recipient visa according to these Rules. At the same time the family members and persons who are in dependence have no right for labor activities, religious, missionary activities and/or participation in activities of religious association unless otherwise provided for by the legislation of the Republic of Kazakhstan.
33. If the visa recipient passport contains the unused visa, or the visa with not expired validity period, the new visa is issued on condition of the previous visa cancellation.
34. In the territory of the Republic of Kazakhstan exchange of one category of visa to another is allowed:

      1)by the MFA of the RK:

      to “A1” and “A3” categories – on the basis of note verbale or the instruction of the MFA of the RK;

      to “A2” and “A4” categories – on the basis of note verbale;

      2) by the Ministry of Internal Affairs of the PK:

       to “A5” category– from “B3”, “B10”, “C3”, “C4”, “C5”, “C10” categories;

      to category “B2” (for AIFC participants and bodies) – from “B3”, “B7” categories (for autonomous cluster fund) and “C3” category; 

      to “B7″category – from “C9” category;

      to “B8″category – from “C3” category;

      to “C1″category – only for ethnic Kazakhs irrespective of category of earlier issued visa;

      to “C3″category – from “B2”, “B3”, “B7” categories (for autonomous cluster fund), “C2”, “C3” (on the basis of the petition when inviting party represented by employer is changed and permit of the labor immigrant is available if such permit is required according to the legislation of the Republic of Kazakhstan), “C9”, “C10”;

      to “C4” category– from “B10”, “C2”, “C9” and “C10” categories;

      to “C9” category– only for the ethnic Kazakhs irrespective of category of earlier issued visa and also those who have arrived under visa-free regime;

      to “C12” category– from all categories of visas and also visas of those arrived under visa-free regime.

35. The issued visa multiplicity changes from multi-entry to single-entry visa based on the written statement of the visa recipient concerning changes in multiplicity and validity period of visas on the basis of the completed visa application form (where the single-entry visa is specified) and the payment document confirming payment of a consular fee (payment for the single visa). At the same time the visa validity period of is changed according to the terms specified in form 1.

      Validity period of the visa shall not exceed the validity period specified in invitation documents.

      In foreign institutions of the RK, in the MFA of the RK and the Ministry of Internal Affairs of the RK changes in multiplicity of the issued visa from single-entry (specified in invitation documents) to multi-entry visa (except for extension of validity period of the visas of “A1”, “A3”, “A5”, “B7”, “C2”, “C3”, “C4”, “C5”, “C7”, “C9” and “C12” categories) is not allowed.

36. When studying materials for the visa execution the officer of foreign institution of the RK, the MFA of the RK and the Ministry of Internal Affairs of the RK shall:

      1) compare contents of information in Visa application form to the data specified in the invitation, passport and additional documents for visa receipt depending on the purpose of visa recipient stay in the Republic of Kazakhstan;

      2) make sure that the passport grants to the visa recipient the right for return to the country of permanent residence or departure to other country after visit to the Republic of Kazakhstan;

      3) possible actions of the authorized employee in the migration risk countries are as follows: telephone negotiations with inviting party, the place of work or study;

      4) invite the visa recipient for interview if the submitted documents raise doubts. During the conversation the said officer verifies contents of answers to questions with information specified in the documents submitted by visa recipients for receipt of visa and also the data obtained from other sources;

      5) check conformity of category, multiplicity, validity period of the visa and term of the immigrant stay to the intended purpose of visa recipient stays in the Republic of Kazakhstan.

37. To make decision on issue, cancellation, restoration, extension of visas the political and migration situation in the country of nationality or permanent residence of the visa recipient shall be taken into consideration.

      During consideration of visa documents the officer of foreign institution of the RK, the MFA of the RK or the Ministry of Internal Affairs of the RK conducts an interview with visa recipients of s, in the country of nationality, or permanent residence of whom the unstable political and migration situation is observed.

      The interview is not conducted with the visa recipients who have submitted documents for receipt of visas of the following categories: “A1”, “A2”, “A3”, “A4”, “A5”, “B10” (according to note verbale), “B12” (according to the group visa), “C3”, “C10” (to ethnic Kazakhs with whom the interview at execution of primary visa for up to 1 year is conducted. At their repeated address without interview the visa is issued for up to 3 years), “C11”, “C12” and visas to departure from the territory of the RK (“B14” – “B22”).

38. As a result of studying materials for visa execution the authorized employee makes the decision on issue or refusal to issue the visa upon coordination with NSC of the RK.

39. Terms of visa execution shall not exceed 5 working days, except for visas of “B8” and “C1” categories which are made out 60 calendar days.

40. Visa documents, including notes verbale and petitions, are coordinated via Berkut UIS. Visas of “C11” category and the visa for departure from the Republic of Kazakhstan are coordinated by entering into Berkut UIS.

      The NSC of the RK shall ensure coordination of visa execution within 3 working days, if required, the said term may be extended for up to 30 calendar days.

41. The visa the data of which is not entered into Berkut UIS is deemed to be invalid. In case of failure in the Berkut UIS operation the visa sticker is filled by hand, and data on the issued visas are entered into the Berkut UIS in the process of its restoration. At the same time authorized employee provides the applicant with the written confirmation of issue of such visa certified by the seal on the letterhead.
42. Recording of the issued visas shall be constantly performed in the Berkut UIS.

      The MFA of the RK, the Ministry of Internal Affairs of the RK and the NSC of the RK form unified statistical data on the executed, issued and agreed visas in the Berkut UIS.

43. Specimen signatures of the authorized employees entitled to sign visas are submitted to the MFA of the RK, the Ministry of Internal Affairs of the RK, the Border guard service of the NSC of the RK in triplicate.

 Chapter 4. Procedure for cancellation and recovery of visas of the Republic of Kazakhstan and also for extension and reduction of their validity period.

44. Visa cancellation is carried out by foreign institutions of the RK, the MFA of the RK, the Ministry of Internal Affairs of the RK and the Border guard service of the NSC of the RK within the framework of the powers established by these Rules. The visa is cancelled by putting down of a mastic stamp of “Zhoiyldy”, “Is cancelled” or “Cancelled”. 

      The visa is cancelled by:

      1) foreign institutions of the RK and the MFA RK: 

      at new visa issue if the passport contains visa with not expired validity period or unused visa; 

      if the visa is issued with violation of the procedure established in these rules;

      if it is detected that requirements to visa issue stop being met or existed; 

      in case if any mistake is committed in filling a visa sticker not pasted on the passport yet or after its pasting on the passport (after visa cancellation the new visa is pasted on other page);

      2) Ministry of Internal Affairs of the PK:

      at making decision on reduction of period for temporary stay of the visa recipient in the Republic of Kazakhstan;

      at making decision on administrative refoulment of the visa recipient at the external borders of the Republic of Kazakhstan; 

      at the new visa issue if in the visa recipient passport contains is a visa with not expired validity period of unused visa; 

      if the visa is issued with violation of the procedure established in these Rules; 

      if it is detected that requirements to visa issue stop being met or existed;

      in case if any mistake is committed in filling a visa sticker not pasted on the passport yet or after its pasting on the passport (after visa cancellation the new visa is pasted on other page;

      at changing of inviting party represented by employer;

      on the basis of information of the Ministry of Internal Affairs of the RK entered into Berkut UIS from the natural and legal entities which have issued the invitation to the visa recipient for entry into the Republic of Kazakhstan and requesting for its cancellation;

      3) The border guard service of the NSC of the RK (at check points of crossing the frontier of the Republic of Kazakhstan):

      at making decision on entry refusal;

      if there are restrictions for entry into the territory of the Republic of Kazakhstan;

      on the basis of information on the visa cancellation entered into the Berkut UIS of the Ministry of Internal Affairs of the RK at departure of the foreigner or noncitizens and also in case of refusal to enter into territory of the Republic of Kazakhstan with simultaneous cancellation of the visa.

45. In case of damage/cancellation of the visa for various reasons, according to paragraph 46, the copy of pages with the photo and passport data and also pages with the spoiled/cancelled visa is made of the passport (if the visa sticker is pasted in the passport).

      About each spoiled/cancelled/lost visa sticker the statement of the cancelled/spoiled/lost forms of visas of the Republic of Kazakhstan in a form is drawn up, according to the appendix 7 to these rules.

46. Recovery of the visa is performed by foreign institutions of the RK, the MFA of the RK and the Ministry of Internal Affairs of the RK within the framework of powers established by these Rules.

      The visa is restored in cases of:

      1) the mechanical damage of visa which has resulted in impossibility of its further use;

      2) loss of the visa;

      3) the new passport receiving by the valid visa recipient.

      Foreign institutions of the RK restore visas of all categories, except for categories of exit visas.

      The MFA of the RK restores the visas of all categories issued by the MFA of the RK and foreign institutions of the RK.

      The Ministry of Internal Affairs of the RK restores visas of all categories in the place of temporary registration of the visa recipient, except for visas of “A1”, “A2”, “A3”, “A4″categories. The Ministry of Internal Affairs of the RK restores visas of “A5” category in the place of the actual stay of the visa recipient.

      Visa shall be recovered upon the check of grounds and confirmation of its issue with use of Berkut UIS and on the basis of the petition of the visa recipient or inviting party by the issue of new visa of the same category, multiplicity, period of stay and validity period specified in the damaged visa.

47. Extension of visas is performed by the MFA of the RK and the Ministry of Internal Affairs of the RK.

      Visa validity periods are extended on the basis of the documents specified in paragraphs 48 and 49 of these Rules, and the documents confirming the need to extend the term of stay in the Republic of Kazakhstan, or in connection with force majeure circumstances.

      Extension of the visa validity period is executed by issue of the same category visa.

48. The MFA of the RK extends visas of “A1” and “A2” categories (the single-entry visa for up to 90 days), “A3” and “A4” (the single-entry visa for up to 90 days) to the persons who have arrived to the territory of the Republic of Kazakhstan by the invitation of public authorities of the Republic of Kazakhstan, foreign departments, the diplomatic missions and equated with them representatives, consular establishments of the foreign states, the international organizations and their representatives, on the basis of the written requests from the said organizations.

      Visa validity is extended for a period of up to 1 year, except for “A2” and “A4” visa categories.

49. The Ministry of Internal Affairs of the RK extends visas of the following categories:

      1) “A5” – on the basis of the inviting party petition and written confirmation by authorized investment body of the Republic of Kazakhstan. The visa validity is extended for a period of up to 3 years;

      2) “B2” – on the basis of the petition of inviting party which has earlier executed the invitation for receiving primary visa, with indication of the purpose of stay in the Republic of Kazakhstan. The visa validity is extended for a period of up to 30 days;

      3) “B7” – on the basis of the inviting party petition which has earlier executed the invitation and also petitions of the central executive bodies of the Republic of Kazakhstan or autonomous cluster fund. Extension The visa validity is extended for a period of up to 90 days;

      4) “B8” – on the basis of the petition upon filing the documents for execution of permits for permanent residence in the Republic of Kazakhstan. The visa validity period is extended for up to 30 days;

      5) “B21” – on the basis of the written application from the body conducting preliminary investigation or from the court in which the criminal proceedings are heard for the term required to complete the preliminary investigation, or judicial hearing. the visa validity period is extended no more than for 180 days;

      6) “C2” – on the basis of the written application from inviting party for the terms determined by the Law on migration in availability of the following documents:

      confirmation of the inviting person having financial funds to maintain each family member in a month at the rate not less than a minimum wage established by the law of the Republic of Kazakhstan On the republican budget;

      confirmation of the inviting person having the own home in the territory of the Republic of Kazakhstan which area conforms to the established minimum standards on each family member according to the Law of the Republic of Kazakhstan On housing relations, as well as the sanitary and other standards established according to the Code of the Republic of Kazakhstan On health of the people and a health care system” (notarized copy);

      the health insurance for the members of the inviting person family;

      notarized copies of documents confirming the family relations with the inviting person presented by authorized bodies of the Republic of Kazakhstan or the foreign state;

      7) “C3” – on the basis of the petition of inviting party which has earlier executed the invitation for receiving primary visa, and having permit of the labor immigrant if such permit is required according to the legislation of the Republic of Kazakhstan. Validity period of the “C3” category visa is extended for the permit validity period, but shall not exceed 3 years (for AIFC participants and bodies– shall not exceed 5 years).

      8) “C4” – on the basis of the petition and the employment contract signed by the legal entity –resident of the Republic of Kazakhstan in the specialty specified in the certificate of qualification conformity. The visa validity period is extended for the period of employment contract validity, but not exceed 3 years;

      9) “C5” – on the basis of the written application from of the capital’s local executive bodies, the cities of republican status and the oblasts of the Republic of Kazakhstan and districts of them. The visa validity period is extended for up to 2 years; 

      10) “C7” – on the basis of the written address of the religious association registered in the territory of the Republic of Kazakhstan, agreed with department of the authorized body which regulates the religious activities. The visa validity period is extended for up to 180 days;

      11) “C9” – on the basis of the petition of authorized body in education or the educational institution registered in the Republic of Kazakhstan. The visa validity period is extended for up to 1 year;

      12) “C12” – on the basis of the petition, in availability of the documents issued by the medical organizations confirming need of permanent care of the foreign patient who is on treatment in the medical organizations of the Republic of Kazakhstan or confirming need of permanent care of close relatives – citizens of the Republic of Kazakhstan, or the foreigners and noncitizens who are permanently residents in the territory of the Republic of Kazakhstan or instructions of the Ministry of Internal Affairs of the RK. The visa validity period is extended for the term required for treatment, but shall not exceed 1 year.

      Footnote. 50. Validity periods of the “B2” and “C7” categories of visas may be extended only once.
51. Only the inviting party which has earlier executed the invitation to receive primary visa, except for visas of “C4” and “C9 categories ” may file petition for the visa extension.

       Documents for visa extension shall be submitted not earlier than thirty working days before, and not later than five working days before, expiry of the visa validity period.

52. Visa validity periods, other than the cases provided for by these Rules are not subject to extension.
53. Visa validity periods are reduced according to paragraph 35 of these rules. 
54. In the cases established by article 48 of the Law on migration, inviting party is denied execution of the invitation, the visa recipient –is denied visa issue as well.
55. Should the unauthenticated erasures and corrections, photos not affixed with seal and the unbound pages be detected in the passport the visa is not issued to holders of such documents.
56. Foreign institutions of the RK, the MFA of the RK and the Ministry of Internal Affairs of the RK refuse issue of visas to visa recipients without explanation of motives and causes of refusal. The refusal reasons are fixed in Berkut UIS.
57. Lists of the natural and legal entities which earlier failed to ensure observance of the RK legislation by the immigrants invited by them and also the visa recipients for whom the entry into the Republic of Kazakhstan is prohibited shall be introduced in Berkut UIS of the NSC of the RK and the Ministry of Internal Affairs of the RK.

 Recipients, category, multiplicity, validity period, period of stay and grounds for visa issue:

Filling of visa sticker of the Republic of Kazakhstan

      All categories visa is executed on special designated adhesive carrier paper in the form of label having protective properties from counterfeit. The visa label consists of visa itself (original) and its counterfoil having the same numerical order. The completed visa is glued to passport or a group visa sheet, and a visa label counterfoil– on specially designated location in visa application form.

      The visa sticker filling is performed in “Berkut” UIS or by hand in accordance with Clause 41 hereof:

      1) Code of institution issuing a visa (e.g.: 001) shall be specified in column “берілген жері/place of issue”;

      2) Visa multiplicity shall be stamped in the column “мәртесі/entries” (e.g.: single entry – “1”, multi-entry– “multiple”);

      3) Code of visa category shall be set in the column “түрі-категориясы/category” (e.g.: В1);

      4) Date of visa issue shall be set out in the column “берілген күні/date of issue”;

      The date of visa issue and periods of visa validity shall be set in figures (e.g.: 30.01.2016.);

      5) Surname, name and patronymic (if any) of visa owner shall be specified in the column “тегі-аты/name-given name”, the same as in passport (e.g.: surname Braun Given name Alexander, swipe zone:

      6) Number of passport of a foreigner receiving visa of the Republic of Kazakhstan is set in the column “паспорттың №/passport №”. “топтық” is entered in case of group visa issue;

      7) The date which the visa validity periods starts from is entered in the column “басталу мерзімі/valid from”;

      8) The expiration date of visa validity is entered in the column “аяқталу мерзімі/valid until”; 

      9) The name of inviting party shall be entered in the column “шақырған мекеме/inviting organization” (e.g.: “АҚШ ҚР-дағы Елшілігі”, “ҚР Қаржы министрлігі”, “Ақбота” ЖШС, number of invitation for entry into the Republic of Kazakhstan for private affairs issued by the MIA of the RK, etc.).

      The name of agency executing invitation and coordinating materials for issue of a permit for permanent residence in the Republic of Kazakhstan (e.g.: “Астана қаласының ІІД”) is specified in “В10” и “С1” visa categories. 

      Name of the RK diplomatic representative or consular office (e.g.: “ҚР-дың АҚШ-тағы Елшілігі”) is specified during visa issue on the basis of petition to the RK foreign establishment.

      10) It is required to enter into the column “қосымша мәліметтер/additional information” the following data:

1. a) number of renewed, transferred or corrected visa and entry “визаны ұзарту” (e.g.: “№14061072 ұзарту”, “№14061072 түзету/көшіру”);
2. b) in the event if the visa is issued on the basis of a document evidencing the death or the state of one of seriously ill relatives the relevant entry shall be made (e.g.: “01.01.2014 жылғы жеделхат”, “жерлеуге”);
3. c) name of residential area, closed for visit by foreign citizens, number and date of the MFA of the RK (the MIA of the RK) confirmation, in case if a permit to visit was conferred to persons of specified category (e.g.: “Курчатов қ., № 01-027/3 11.01.2013 ж.”);
4. d) number of entrants and departed persons according to the list is specified in case of group visa issue (e.g.: “25 адамның тізімі қоса беріледі”);
5. e) make, model (type) and number of vehicle used by vehicle owner e.g. “Toyota Camry, № AF-723 R”);
6. f) entry “жұмыс жасауға құқығы жоқ – work is not permitted” (family members and dependents);
7. g) entry points to the Republic of Kazakhstan and departure from the Republic of Kazakhstan, when required;
8. h) number of infant passport in visa label of accompanying person if the infant is not entered to the holder’s passport and has own passport;
9. i) number of accompanying person passport in visa stickers of infants, in the event if there are more than three infants having own passports going with passport holder;
10. j) period of visa recipient stay (e.g.: 30 days at each entry);
11. k) other additional information.

      If additional information is unavailable, this column remains unfilled.

      11) amount of consular fee or state duty shall be put in the column “төлем ақы/fee” (e.g.: ” USD30″, ” EUR30″ or ” KZT500″). “о” is put in case of visa issue without charging of consular fee (state duty);

      12) the dash shall be put in the column “өзімен бірге/accompanied by”, in case of visa executed for one person without accompanying person;

      If the family members are entered into the holder’s passport, and they accompany him/her on legal grounds, then a symbol “+” and their number (e.g.: “+3”) shall be specified in this column.

      In the event if more than three infants having own passports go together with the passport holder, then separate visas shall be issued to them.

      13) A signature shall be affixed and a surname of authorized officer of the RK foreign establishment, RK MFA, RK MIA who had issued a visa shall be specified in the column “қолы және тегі/signature and surname”;

      14) Citizenship and number of payment documents evidencing payment of consular fees or state duty are specified in the columns of counterfoil “азаматтығы/nationality” and “түбіртек №/receipt №”, in the column “ескертпе/remarks” – notes, accordingly.

      In the event if during the period of visa recipient staying in the Republic of Kazakhstan the passport becomes inapplicable for further use, and its holder has submitted a new passport, new visa is glued thereto with indication of all requisites of previous visa except for requisites specified in the following columns of visa label: “берілген жері- place of issue”, “берілген күні – date of issue”, “қолы және тегі – name and signature” and “паспорт нөмірі – passport number”.

      The number of visa subject to transfer is specified in the visa sticker column “қосымша мәліметтер – additional data”.
